For both sightseeing and food scene, lovely place to visit. You can visit without booking by attending the bar 'Oblix' and buying a drink, this will be 32nd floor not the very top but the views are the same. I would suggest you don't try this on the busiest days , Friday evening, Saturday evening or Sunday lunchtimes. The bar is accessed via a lift which under the main Shard entrance to the right hand side on St Thomas Street.
