Bus, Bike, Lyft
Having a car is great for getting out of town and to various neighborhoods but parking is often difficult. The #8 bus (trimet.org) takes you all the way downtown. Lyft is a great option. Electronic scooters are around but legally require a helmet and you can't ride on the sidewalk and there are potholes in many streets. Biketown are bikes that are rentable by the trip. Getting the app for any of those options before you set out is recommended.

Reservations
If the restaurant you're interested in takes reservations, it does not hurt to make them. Many Portland restaurants don't take reservations and lines and waits can be significant, plan accordingly.
